Helping Young Teens Stay Safe Online: The Free 13-15 CitizenCard

Ensuring the safety and appropriate experience of young users on social media is more important than ever. With new regulations under the Online Safety Act, social media platforms that are required to restrict access to those over the age of 13 will now be expected to enforce stricter age verification measures. Many platforms, including Instagram and Facebook, are preparing to enforce age limits by requiring verified photo IDs such as passports to confirm the age of users accessing their sites. However, the 2021 UK census showed that 1 in 8 13 to 15 year olds in the UK did not have a passport.

Introducing the 13-15 CitizenCard

Recognising this challenge, the 13-15 CitizenCard has been launched to help 13 to 15 year olds in need of a valid photo ID. The card is available free of charge across the UK. Social media users can apply online via our website or through our School & Charity Programme.

Who can apply?

Any UK resident can apply for the 13-15 CitizenCard. We offer four verification routes. You can verify your identity using electronic ID validation, an eVisa check via UK Home Office online records, or through a professional referee - either by having them check your original documents or confirm your details against official records. So whether you have a photo ID, such as a passport, or not, you can securely verify your identity and get your 13-15 CitizenCard.

To support social media platforms in their transitions to the new age verification requirements, CitizenCard offers a free API that validates any card issued by us.

CitizenCards can also be verified using the free PASS Card Verify app, available on both iOS and Android devices.
